Andrew Smith - Managing Director, Scafom-rux
Dave is one of the founders of Fulcrum Scaffold Safety & Training Ltd and has over 30 years of experience in the scaffolding industry. He started out as a Trainee Scaffolder in 1983 and became an Advanced Scaffolder card holder in 1988.
Dave has held numerous positions in the scaffolding industry including Advanced Charge-hand, Site Supervisor, Site Manager, Multi-Disciplined Manager, Cost Engineer, Health & Safety Consultant, CISRS Instructor, Assessor, and Internal Quality Assurer.
Dave has written courses for the HSE and has sat on several committees including CITB’s Product Development Group for the diploma qualification in Scaffolding and the CISRS steering group which involved writing training courses and programs.
More recently Dave and his team at Fulcrum have designed a training program for HMP establishments.
The main aim of this project is to provide quality training and find employment for ex-offenders on release from prison.
Tim became Chief Executive of CITB in September 2021.
Tim has led professional and membership bodies, the most notable being as Chief Executive at the Institute of Environmental Management and Assessment, where he transformed its vision and performance, leading to year-on-year growth.
He has also been Chief Executive of the Energy and Utility Sector Skills Council (EU Skills), where he created the National Skills Academy for Power. In this role he led EU Skills to securing significant funding from Ofgem, the energy regulator, after demonstrating the economic risks arising from the skills crisis facing the industry.
Tim’s knowledge of education and skills was reflected in his previous appointment to the board of Ofqual at a time of major education reform, and prior to this he was also a member of the UK Vocational Qualifications Reform Board.
Tim started his CEO journey back in 1999 as CEO of The Gas and Water National Training Organisation, leading a fledgling organisation from £400k turnover to over £7m in three years. He started out from a mining town in South Yorkshire as an apprentice service engineer with British Gas in the early 1980s, where he spent his early career.
Sam is a specialist Construction Law solicitor, and a Partner at Holmes & Hills Solicitors leading the firm's Civil Litigation Team.
Sam works in partnership with and represents developers and employers, main contractors and sub-contractors in all parts of the country. He works closely alongside project managers, architects, construction consultants, contracts managers and dispute resolution service providers, in servicing and advising mutual clients.
With significant experience of Adjudication (including enforcement in the Technology and Construction Court), Arbitration, and Litigation in all tracks in the County Court, High Court and Court of Appeal, he advises clients on contracts and terms proposed by (or to) employers prior to engagement, as well as throughout and at the conclusion of a client's engagement with an employer, contractor or sub-contractor, in the event the nature or scope of the engagement changes or the actions of either side stray from those set out in the construction contract. Sam is regularly advising on contentious matters concerning, amongst others: Payment disputes, defective works, extension of time claims, loss and expense claims, extra hire claims, professional appointments and professional negligence, and collateral warranties.

Rob has accumulated extensive experience and knowledge in the scaffolding industry, having been involved in the sector since leaving school in 2004. Since 2019, he has been serving as the HSEQ Manager at D&B Scaffolding Ltd, where he is responsible for maintaining and implementing British Standards and SSIP accreditations. In addition to overseeing site audits, Rob delivers all in-house health and safety training.
Before his current role, Rob gained international experience working in the UAE as an offshore scaffold inspector. His career also includes time as a freelance health and safety trainer, assessor, and consultant in the UK. He has worked with the West Anglia Training Association as an assessor, senior scaffold instructor, and scaffold product manager.
Karl, a leading scaffolding consultant, brings 35 years of expertise to the industry, having collaborated with Tier 1 scaffolding contracting organisations such as GKN Kwikform (now Interserve), Lyndon’s PLC and Network Scaffolding.
His specialisation in Complex Scaffolding, Temporary Works Management, and Health and Safety initiatives is underscored by qualifications including the NVQ Level 6 Diploma in Occupational Health and Safety Practice and FIIRSM Fellow of IIRSM.
Karl has successfully executed Design Risk Management strategies through Buildability Reviews.
His vast experience encompasses diverse sectors such as Power Generation, Heavy Chemical, Rail Infrastructure, and Heritage, with notable contributions to significant projects like the London 2012 Olympics and the Manchester Bombing.
Lee Greatorex has been an Inspector with the Health and Safety Executive for over 16 years. He joined HSE as an inspector in the Construction Division which included inspecting licensed asbestos work. He held positions of lead inspector for roads, passenger lifts and MEWPs. After 9 years, he changed roles to inspect other industry sectors, including manufacturing, fairgrounds and agriculture and as a lead for process safety in anaerobic digestion. He has also been the national lead for several multi-site companies.
Lee is currently working in HSE’s regulatory support unit which provides construction specific expertise to the inspectorate as well as industry and trade bodies. Lee’s current portfolio topics include work at height, dust and utilities.

Since leaving the Army, Dan has spent the last 19 years working in the haulage industry. He has worked as a driver before getting into driver training and eventually training management, before moving into health and safety management. All with one of the largest blue-chip operators in the sector. His years of operational and instructional experience led to him joining RHA as a training manager in 2018. The last four years have been spent heading up the RHA Training Team, some of the most highly qualified and experienced transport industry trainers there is. RHA Training deliver a full range of transport operator and driver compliance training, from transport manager CPC & driver CPC to LGV licence acquisition and everything in between.
Robin was appointed to the role of TWf Operations Director in May 2023, following over 20 years as Managing Director of the National Access and Scaffolding Confederation (NASC). His brief at the NASC had been to develop it into a standalone organisation representing the UK scaffolding industry. During his tenure the NASC grew its membership, staff, turnover, and reach significantly, becoming a leading trade body in the UK construction sector, and an active member of Build UK.
As part of his involvement Robin engaged extensively with UK construction industry stakeholder bodies, including the Health & Safety Executive (HSE), Construction Leadership Council (CLC), Construction Industry Training Board (CITB), Joint Taxation Committee (JTC) and the Access Industry Forum (AIF).
Upon taking up his appointment at the TWf Robin commented, “I am delighted to accept the challenge of taking forward the vital work of the TWf to the next level, and the equally important task of promoting greater engagement with its work by the wider construction industry”.
Beginning his career began on-site the day after leaving school, Steve has not only built a career on the ground in the groundwork and civil engineering sector but became the founder of the construction industry charity Construction Sport. The charity is built by construction workers for construction workers, creating opportunities for construction workers to enjoy themselves through the power of sport and exercise, giving the workforce much needed down time, to address their own personal relationships with their mental and physical health.
Having worked across the sector for many tier 1 contractors overseeing a number of high profile projects Steve is fully aware of the stresses and pressures of the sector, his work now going forward is to push for serious change, change that can’t be ignored, change that will reduce such high numbers with regards to construction related suicide.
Steven Meyerhoff is a legal director of Backhouse Jones and heads up the commercial litigation and employment departments. Steven’s background includes a First Class Honors Degree in Maritime and Shipping, followed by a two-year legal conversion course. Steven’s legal career has been entirely transport focused, covering all sectors of the industry and representing transport operators in assorted High Court litigation. Steven’s recent workload has seen him spearhead the renegotiation of the RHAs LFA along with providing a new structure that preserves the interests of both ‘new’ and ‘used’ claimant groups. The new structure required setting up a subsidiary company (RHA Used Trucks Limited (RUTL)), carving out dedicated resource, appointing separate lawyers, expert economists, and the implementation of information barriers both within the RHA, the subclass and Therium Capital Management LLP (the funders).
Already widely reported in legal spheres as a breakthrough litigation case, the recent ruling (5 August 2024) represents a significant milestone. The claim is the UK’s first ever ‘opt-in’ class action under the new collective actions regime established by the Consumer Rights Act (2015) and significantly is also the first ever collective action to feature a separately represented sub-class of claimants with funding provided by the same funder.
Lawrence is a specialist Construction Law solicitor, working with main contractors and sub-contractors across the country, advising and representing them on a wide range of construction contract and dispute matters.
He works with a range of clients within the construction industry to identify and highlight legal (and potential financial) risks associated with proposed or existing projects, advising them on ways to mitigate exposure to risks or providing information to clients allowing them to make informed decisions as the balance of risk. Lawrence provides clients with clear advice on their legal position with regards to their contractual rights and obligations and sets out the options, discussing the merits of and risks of each approach with clients.
Lawrence is regularly advising on the full range of Construction Law issues and claims, including: defects and defect liability periods, delay and loss & expense, practical completion, suspension and termination, extra hire claims, and interim and final account disputes
Taking a pragmatic and commercial approach when advising and representing clients, Lawrence recognises the often material value of the contracts his clients are engaged in and therefore the potential considerable value of claims that arise from them.

Andrew Smith is the Managing Director of Scafom-rux UK, and has been an active member of the scaffolding industry for over 20 years. Scafom-rux is a global manufacturer of premium quality scaffolding solutions for professional scaffold builders in key industries like oil & gas, shipyards & shipbuilding, building & construction, mining and infrastructure.
Since joining the industry in early 2004, Andrew has held leadership positions which have seen him provide valuable contributions to construction and scaffold projects in the Commercial, Industrial and Infrastructure sectors.
With a personal goal of industry improvements in safety and efficiency, Andrew has taken an active role in Scaffold Industry Associations in the UK, Canda and the USA.
Most recently Andrew serves on the National Committee Member with The Scaffolding Association.
Richard Smith’s career in transport and logistics has spanned over 30 years and has included working with several privately owned and third-party logistics businesses throughout the UK and Europe. Richard joined the RHA in 2017 initially to oversee a collective claim on behalf of UK-based commercial vehicle operators against the truck manufacturers involved in the Truck Cartel. He simultaneously led the development of several key areas of the business including membership, shop sales, training and support services making RHA a far more relevant and effective trade association that provides greater value to its members and the wider road transport community.
Appointed Managing Director in 2021, Richard has continued to lead the introduction and delivery of RHA’s strategy which has encompassed rebranding, van, coach and individual membership offerings, and the introduction of a customs brokerage and two driving training schools. Richards strong emphasis on collaboration and stakeholder engagement has positively positioned the association as a trusted partner, enabling the organisation and its representatives to lead and represent industry across its many challenges.
In July 2023, Richard was appointed to the Board of Directors of the Trade Association Forum and soon after appointed Chairman
Largely retired now, David is an experienced chartered civil engineer and chartered safety and health professional. He was a Director and Company Secretary to the Temporary Works Forum, TWf (2014 to 2023) and was awarded the Garth Watson Medal by the Institution of Civil Engineers in 2023.
Before this, David's career was at the Health and Safety Executive, HSE (1997 to 2007), latterly as an HM Principal Specialist Inspector of Health and Safety (Construction) and technical advisor to their ‘Falls from Height’ programme. Subsequently, he was Safety, Health and Environment Director at William Hare Ltd. (2007 to 2011).
He was a member of BSI Technical Committee PH/5 on personal fall protection (1998 to 2022) and is an individual life member of IRATA International, awarded in recognition of services to the association and the industrial rope access industry.
Liam Wright is a professional Rope Access, Work at Height & Rescue instructor with over 20 years of operational and Instructional experience. Liam has travelled all over the UK and abroad, providing training and consultancy for specialist operations departments within Police Forces, Emergency response teams & various blue-chip companies.
