 David Abraham - Founder, Fulcrum Scaffold Safety & Training Ltd

Dave is one of the founders of Fulcrum Scaffold Safety & Training Ltd and has over 30 years of experience in the scaffolding industry. He started out as a Trainee Scaffolder in 1983 and became an Advanced Scaffolder card holder in 1988.

Dave has held numerous positions in the scaffolding industry including Advanced Charge-hand, Site Supervisor, Site Manager, Multi-Disciplined Manager, Cost Engineer, Health & Safety Consultant, CISRS Instructor, Assessor, and Internal Quality Assurer.

Dave has written courses for the HSE and has sat on several committees including CITB’s Product Development Group for the diploma qualification in Scaffolding and the CISRS steering group which involved writing training courses and programs.

More recently Dave and his team at Fulcrum have designed a training program for HMP establishments.

The main aim of this project is to provide quality training and find employment for ex-offenders on release from prison.


Tim Balcon - Chief Executive, CITB

Tim became Chief Executive of CITB in September 2021.

Tim has led professional and membership bodies, the most notable being as Chief Executive at the Institute of Environmental Management and Assessment, where he transformed its vision and performance, leading to year-on-year growth. 

He has also been Chief Executive of the Energy and Utility Sector Skills Council (EU Skills), where he created the National Skills Academy for Power. In this role he led EU Skills to securing significant funding from Ofgem, the energy regulator, after

demonstrating the economic risks arising from the skills crisis facing the industry.

Tim’s knowledge of education and skills was reflected in his previous appointment to the board of Ofqual at a time of major education reform, and prior to this he was also a member of the UK Vocational Qualifications Reform Board.

Tim started his CEO journey back in 1999 as CEO of The Gas and Water National Training Organisation, leading a fledgling organisation from £400k turnover to over £7m in three years. He started out from a mining town in South Yorkshire as an apprentice service engineer with British Gas in the early 1980s, where he spent his early career.


Sam Bawden - Partner in Construction Division, Holmes & Hills

Sam is a specialist Construction Law solicitor, and a Partner at Holmes & Hills Solicitors leading the firm's Civil Litigation Team.

Sam works in partnership with and represents developers and employers, main contractors and sub-contractors in all parts of the country. He works closely alongside project managers, architects, construction consultants, contracts managers and dispute resolution service providers, in servicing and advising mutual clients.

With significant experience of Adjudication (including enforcement in the Technology and Construction Court), Arbitration, and Litigation in all tracks in the County Court, High Court and Court of Appeal, he advises clients on contracts and terms proposed by (or to) employers prior to engagement, as well as throughout and at the conclusion of a client's engagement with an employer, contractor or sub-contractor, in the event the nature or scope of the engagement changes or the actions of either side stray from those set out in the construction contract.

Sam is regularly advising on contentious matters concerning, amongst others: Payment disputes, defective works, extension of time claims, loss and expense claims, extra hire claims, professional appointments and professional negligence, and collateral warranties


Robert Candy - Chief Executive, The Scaffolding Association

Founder and Chief Executive of the UK’s largest trade association representing the scaffolding and access industry.

The Scaffolding Association is an inclusive membership organisation that works tirelessly on behalf of its members to represent the interests of this often-overlooked sector within government, local authorities, agencies and relevant stakeholders.

Martin Dean - Key Account Manager, Road Haulage Association

Martin has over 30 years’ experience within the Road Transport Industry and is currently Key Account Manager within the Road Haulage Association.

He has a national remit managing the associations larger corporate members at a strategic level as well as an operational level. Martin has built up a wealth of industry knowledge and experience from a long career within the UK Road Transport Industry.

His previous roles include HGV technician, HGV driver as well as Transport Manager for a major logistics provider.

Martin has been involved with the RHA Truck Cartel legal action team since its inception in 2016. 


Jonathan Greer - Managing Director, Ducker & Young Scaffolding Ltd

Jonathan has been involved in the scaffolding industry for the whole of his life with his parents owning a well-established scaffolding business in Kent in his childhood, through to now as Managing Director of Ducker & Young Scaffolding Ltd in Oxfordshire and Tubular Solutions (Oxford) Ltd. He has worked for National companies such as then SGB, Working extensively on large scale commercial and residential projects and more recently in housing developments. He has a passion for sustainability within the industry, both in the materials we use and the workforces we employ. He has been involved with NOS (National Occupation Standards) and more recently Trailblazer Apprenticeships. 


Catherine Hare - Professional Support Solicitor, Citation

After qualifying as a solicitor in 2008 Catherine specialised in employment law and has worked for both high-level individuals and businesses alike.

Her extensive commercial experience has equipped her with valuable insights into clients’ pain points and is able to guide businesses to a solution-based, pragmatic approach in any given situation. 

Catherine has worked with a wide client base since joining Citation, advising on all aspects of the employment relationship, and delivering training and seminars to our affiliate partners. 




 Danny Heath - Founder, YourGamePlan

Danny has 15 years experience in the UK and US in early talent recruitment communications and training.

YourGamePlan was launched to fix a societal problem around a lack of employability and life skills being taught to school students.

The platform now works with over 1,000 schools in the UK helping their students become employment ready post education.

Russell Maxwell-Smith - Chief Executive, WellMax Scaffolding Limited

Russell formed WellMax Scaffolding in 2008 and has successfully grown the company to its now, multi-million pound, market leading position. From its inception, Russell has instilled the fundamental values of the company “to deliver.” 15 years on and these continue to be the core values that underpin the business and are attributable to its recognised status as an industry leader.

His work ethos is truly “hands-on, leading from the front” guiding and supporting the WellMax management team from his own, first-hand wealth of experience gleaned from 20+ years in the scaffolding industry.

It is his respected knowledge and grounded position that led Russell to the invitation to become the President of the Scaffolding Association.




Lawrence Pearce - Associate in Construction Division, Holmes & Hills

Lawrence is a specialist Construction Law solicitor, working with main contractors and sub-contractors across the country, advising and representing them on a wide range of construction contract and dispute matters.

He works with a range of clients within the construction industry to identify and highlight legal (and potential financial) risks associated with proposed or existing projects, advising them on ways to mitigate exposure to risks or providing information to clients allowing them to make informed decisions as the balance of risk. Lawrence provides clients with clear advice on their legal position with regards to their contractual rights and obligations and sets out the options, discussing the merits of and risks of each approach with clients.

Lawrence is regularly advising on the full range of Construction Law issues and claims, including: defects and defect liability periods, delay and loss & expense, practical completion, suspension and termination, extra hire claims, and interim and final account disputes

Taking a pragmatic and commercial approach when advising and representing clients, Lawrence recognises the often material value of the contracts his clients are engaged in and therefore the potential considerable value of claims that arise from them.


Alan Roe - Managing Director, Touchstone Underwriting Ltd

Alan has been in the insurance industry for over 44 years. He started in 1978 at Norwich Union in Nottingham.

Various moves with Norwich Union eventually led to London.

In 1992 he joined Bradstock Yarrow Young Insurance brokers dealing with Construction and Leisure business. 

In 2002 he joined Kerry London Ltd insurance Brokers.

There he set up Kerry London Underwriting Agency and very soon had a Roofers and Scaffolder liability facility in place.

In 2010 Alan joined Touchstone Underwriting Ltd (TUL) and has grown this into an established and well respected MGA.

TUL have a Roofers and Scaffolders scheme with Aviva Insurance.


Richard Turfitt - Senior Traffic Commissioner and Traffic Commissioner for the East of England

Richard Turfitt joined the Health and Safety Executive in 1999 and helped establish their Litigation and Enforcement Advisory team. Richard helped to found the Health and Safety Lawyers’ Association and is a serving Justice of the Peace.

Richard was appointed as Traffic Commissioner for the East of England in May 2008.

Richard was appointed Senior Traffic Commissioner in June 2017.

Richard left independent practice in 1997 to prosecute on behalf of the Departments of Social Security and Health.

In 1998 he moved to the Treasury Solicitor’s Department to undertake personal injury litigation. He was also responsible for managing the representation of the Prison Service at inquests throughout England and Wales.
